First of all, people (and, by implication, replicants) don't tend to always behave or react logically during times of stress or anxiety. An objective observer may sit back, gauge Zhora's failure to descend the stairs, and think, "My God! Does the woman WANT to get killed?" Zhora, on the other hand, was no doubt concerned only with keeping herself alive and in one piece for the moment and was probably not taking a long-term goal into consideration. This could be thought of as the "minute by minute" or "day by day" approach to dealing with a problem.

Also, the possibility exists that Deckard could not have spotted Zhora and may have passed right by her. Whether or not it is an advantage per se, were I to become the prey of some nature of predator (whether human or animal), I would want to remain hidden well enough to escape immediate detection. However, I would also prefer to be able to (1) keep an eye on my pursuer without his/her/it seeing me (if possible) and (2) not back myself into a situation wherein escape would be difficult, if not impossible. Had Zhora descended the stairs, she might very well have lost sight of Deckard, and she might have also been "backed into a corner" from which the inability to flee would have been an even more undesirable outcome.
