Personall, I think it was a budget decision - they dropped about 1/3 of the movies special F/X shots due to lack of budget.

But, I am always amazed at the willingness of the fans (me included) to invent a 'story-based' explanation for why things are the way they are. :)

I think the simple answer that deckard was no longer "active" duty on the force and himself not a rich man meant he would not have access to a flying spinner. His car was based on drawings Syd did of police ground cars (also in the film) and we did not even see him in that before he was "reinstated" by Bryant. Early drafts of the opening had him riding a train, ala "public transportation". He also seemed to drive that car home after being driven around by Gaff in the spinner, so he may have been "issued" the car and even gun after rejoining the blade runner unit for this job. Which would also explain why he didn't give a crap that the street "kids" ripped stuff off of it....not his problem.

Good point and very likely...but had he access to a spinner we would be arguing that he shouldn't afford one as a retired BR..blah blah blah :)
