UK Widescreen International Cut DVD

For some time now I had been toying with the idea of purchasing the DVD IC voice-over version which can be found on ebay and was wondering if anyone knows for certain if it is a legitimate product. A common theme to the seller desctription is that it was never released in the USA. I know there are several bootlegs floating about with inferior packaging and are most likely copies produced from the original laserdisc version. Can anyone clarify if this is a licensed version? Thanks.

As far as I know, the voice-over version has never been officially available on DVD.
