This is an idea carried forward from the book.<BR><BR>Isn't it the case that whoever remains on earth is destined to become 'special' when they eventually succumb to the radiation - those that are already classed as 'special' have no choice and are treated as sub-human, at which point, basic human rights, such as the right to marry, re-produce and relocate are withdrawn. I would suggest that those who remain on earth, even if they have not yet been classed as 'special' would still be treated as 'second-class' citizens - 'little' people.<BR><BR>In order to maintain the 'status quo' among this population of 'little' people, it would be necessary for the government to provide a police force.
