I have finished the game with every possible ending, and there is one thing I still don't understand...

After McCoy retreats into the sewers, there are these freaky looking people that stagger around in the corridors.

They look like zombies, but this isn't Resident Evil (also cool), it's Blade Runner.

So, can anyone tell me who/what they are?

they're....mutated sewer people, what more can we tell? i mean come on, look at the glowing radioactive liquid waste, look at the kipple outside the city. i think if you spent some time down there you'd look like that too.

they remind me of emil from robocop after that toxic waste spills onto him.

Yes, they are the "specials" some characters talk about in the game, people too screwed up by toxic waste, air pollution and ongoing radiation from the war. They'd be the same "chickenheads" from DADOES, I think.

Yeah, I accidentally killed one on instinct and it made a sound that gave me the jibbles. Brr... freaky! They tried to gang up on me, but I ran fast enough to get away. Whew!

i clearly remember the drunk person talking about mutated replicants not specials as wrote Dick in the book...
