what are those weird monitors in Deckard's apartment? and what's that looping picture in them?

how the "rebel" Replicants happened to know they were Reps? they were employee in hazardous works off-world, with no humans around that would be telling them they were Reps.

I thought that they were some kind of Computer or TV possibly.
There is something very similar to these monitors in the film Brazil.

They can be bought at shope for the blind and visually impared for computer monitors to enlarge images. Also the 'concave' version of the lense to reduce the image can be bought at auto parts shops for van windows to give a wide angle view of what is behind you.
