Mysterious phone camera pictures

A friend of a friend found these pictures on his phone and posted them on Facebook, trying to see if anyone had any idea what they were of. Clearly part of each shot involves a car, but the composition of the rest is an utter mystery. Are those swaying fibrous patterns buildings? A fridge? For some reason, I instantly thought of the Blade Runner cityscape.

I found out what this is this other day: a BBC2 ident, featuring (yes) flying cars in a futuristic city!
